In a game that was delayed for almost two hours due to inclement weather at the Jalan Besar Stadium, it was the Cheetahs who broke the deadlock in the 42nd minute when Syaqir Sulaiman headed home a corner from Mamadou Diallo.
Hougang continued to enjoy the upper hand after the break but were unable to add to their tally, with Sobrie Mazelan and Diallo both coming close; the latter forcing a smart save from Young Lions keeper Rudy Khairullah with a well-struck freekick.
Nonetheless, they ultimately did enough to hand new coach Alex Weaver all three points in his first-ever S.League game.
Over at the Bedok Stadium, defending champions Tampines Rovers put in a clinical display to see off rivals Geylang International 5-0 in the Eastern derby.
After Sead Hadzibulic opened the scoring with a glancing header in the 9th minute, the Stags went on to claim a commanding lead at the break thanks to a Shaiful Esah freekick and an emphatic finish from Firdaus Kasman.
Although the Eagles briefly threatened early on in the second half, their hopes of an unlikely fightback evaporated two minutes after the hour mark when Jamil Ali beat Takuma Ito with a lovely lob, and eight minutes from time, Singapore international Khairul Amri came off the bench to net his side's fifth.
