According to Lianhe Wanbao, the incident took place in a HDB estate at Hougang Ave 10 at about 1pm on 28 February.
The youth, believed to be in his 20s, had tailed a Chinese woman in her 40s before suddenly attacking her by groping her up and down.
His actions stunned the woman and he took the opportunity to flee.
But the youth did not appear to realise that he was caught on a closed circuit camera nearby.
In the camera footage, the youth appeared about 1.65m tall, fair, medium built with black hair, and was wearing a pair of black-rimmed spectacles.
He was seen leaving the scene hastily in a nervous manner.
The woman had called the police immediately after the incident and the case is being investigated.
