The suspects are Malaysians aged 24 and 49.
They were caught in an operation conducted on Wednesday by the Criminal Investigation Department (CID) and the Police Intelligence Department.
Initial investigations showed that both suspects had illegally disbursed loans with interest to patrons gambling at RWS casino.
The women will be charged in Court on Friday.
If convicted, they could be fined up to S$300,000 and jailed up to four years.
