Singapore Rugby Union (SRU) president Low Teo Ping said IRANZ have submitted a letter of intent and he will fly to Auckland later this month to discuss the proposed collaboration.
If it materialises, the academy will be housed at the SRU's new home at the Delta Sports Complex. The SRU currently function out of the Toa Payoh Sports Complex.
Established in 2003, IRANZ have been working with the likes of Nick Farr-Jones, John Kirwan and Sean Fitzpatrick to groom players and coaches in some 30 countries.
Among their alumni are current All Blacks Israel Dagg and Aaron Cruden.
"It will be a dedicated facility, and Singapore have the infrastructure to support it, and they (IRANZ) also look upon us as seriously intending to develop rugby. So it becomes mutually beneficial for both sides," said Low.
The decision to have a renowned academy operating out of Singapore is part of the SRU's long-term vision, which includes a S$2 million refurbishment of the Delta Sports Complex.
When completed by late next year, the complex will boast a new artificial pitch. A training pitch next door, food and beverage and merchandising outlets are also in the blueprint but this will only become reality three to five years down the road.
