On 22 September 2011 at about 4.00 am, a town council contracted cleaner was in the room at the rubbish collection centre when he heard some noises outside. He then went outside the room and saw the 14-year-old inside the rubbish collection centre rummaging for something. He therefore detained the said 14 year old.

Subsequently, the cleaner spotted the 13-year-old outside the rubbish collection centre, who was seemingly acting as a look-out. The cleaner shouted at him to which the latter fled.

The commotion alerted a male passer-by who managed to detain the 13-year-old and handed the latter over to the cleaner. The cleaner then called for his supervisor who in turn reported the matter to the Police.

Police officers from the Ang Mo Kio Police Division arrived shortly after and placed the two youths under arrest. The male passer-by left before police arrival.

Investigation revealed that the elder of the two youths was involved in several cases of setting fire to discarded items at public places in Ang Mo Kio estate. The involvement of the younger boy is still pending investigation.

A person who is found guilty of Mischief by Fire under Section 435 of the Penal Code, Chapter 224 may be punished with imprisonment for a term which may extend to 7 years, and shall also be liable to a fine.
