Chow Xiao Wei, 21, expressed remorse and promised magistrate Nik Mohd Fadli Nik Azlan she would not repeat such an act.
She had earlier pleaded guilty to two charges of abusing the kittens near a shop at the Seri Kembangan market on Feb 19.
The offences are punishable under Section 44(1) of the Animals Act 1953 for cruelty to animals, which carries a maximum sentence of RM200 fine or six months' jail or both.
Magistrate Nik Mohd sentenced Chow, a hawker, to a maximum fine of RM200 in default seven days' jail for each offence.
