Hougang by-election: No rallies on Thursday

There will be no rallies on Thursday, as no candidates have applied for a permit, the police said on Wednesday.

The police released released Hougang Stadium and the open field in front of Blk 837, bounded by Hougang Ave 4 and Hougang Central for outdoor rally sites.

Each candidates can hold only one outdoor rally a day, from May 17 to May 24, between 7am and 10pm. Applications must be made the day before the rally, at the Police Elections Liaison Office between 8.30am and 2.30pm.

Goal-line technology trial in Danish league

One of two goal-line technology systems being tested for FIFA's rules body is to be used at two Danish league matches in the coming week, the world governing body said on Wednesday.

The GoalRef system, developed by Germany's Fraunhofer IIS, will be used on Sunday in the Superligaen game between Silkeborg IF and SonderjyskE and next Wednesday, when FC Nordsjaelland take on AC Horsens.

GoalRef uses a chip placed in the centre of a football which will be picked up by sensors installed in the goalmouth.

The second system under consideration is developed by British firm Hawk-Eye. It uses six cameras at each end of a stadium to calculate a three-dimensional position of the ball.

Hawk-Eye is being tested on Wednesday evening in Southampton, on England's south coast, in the final of the local Hampshire county's amateur league cup.

With each system, the referee will be alerted by a signal transmitted to a wristwatch within one second of any goalmouth incident whether the ball has crossed the line.

3 men involved in Central Square murder face reduced charges

The three men initially accused of the murder of a young man at Central Square carpark had their charges reduced to voluntarily causing hurt and causing grievous hurt on Wednesday.

Desmond Neo Han Wen, 24, Lee Boon Leong, 23, and Poh Chong Heng, 27, were charged last December with the murder of Chen Zi Xuan, 21, while being part of an unlawful assembly at the carpark of Central Square at Havelock Road on Dec 3.

The prosecution tendered re-amended and fresh charges against the trio.

The three men are now said to have, together with another man, fisted and kicked Mr Matthew Li, 24, and Mr Darren Matthias Chan, 21, at the carpark of Central Square that morning.

Fans disgruntled by error-plagued Diablo 3

After more than a decade of anticipation, fans were bitterly disappointed by the amount of problems affecting Diablo 3.

The last game in the series was released in 2001.

Fans of the popular dark fantasy/horror-themed role playing game turned out in droves to show their support, with some queuing at Funan DigitalLife Mall as early as a day in advance.

Yet even after queuing for hours, many of these avid gamers were not even able to get past the loading screen. It seems that Blizzard may have underestimated the sheer number of fans and their servers were unable to cope with the pressure.

Many eager adventurers were greeted with the following message: "The servers are busy at this time. Please try again later. (Error 37)". Apparently, once the servers reached their limit, no one else was able to log on.

Furthermore, since Diablo 3 requires players to be logged in at all times, even whilst playing single-player, the game was effectively unplayable.

Many players took to simply typing their password over and over again, hoping to log in the moment there was room on the server.

However, even those who managed to get past the login screen were faced with a whole suite of problems. The gameplay was plagued with other bugs like Error 300008 or Error 3006, frustrating players to the point of near-insanity.

On the official Diablo 3 website, the most popular forum topics were already those discussing the different errors and how to manage them.

Blizzard, the game's developer, has already swung into action. Servers in North America were taken down for emergency maintenance in order to resolve the issues plaguing the game.

Paving the road to safety on Mount Merapi

To help create awareness in emergency preparedness, 20 Civil Defence (CD) Lionhearters shared safety skills with villagers residing at the foot of Indonesia’s most active volcano.

From the 7 to 16 December 2011, 20 CD Lionhearters from the ITE College East-CD Lionhearters Club, 4 advisors from Mercy Relief and 5 SCDF volunteer officers went to Mount Merapi located in Magelang, Central Java.

Putting compassion into action, the team imparted important skills such as fire fighting and first-aid to more than 150 villagers and 50 school children.

The highlight of the expedition was spending an afternoon with the villagers in a mass Disaster Preparedness Evacuation Drill involving the local authorities and nine villages.

The half day event simulated a volcano eruption and villagers had to evacuate to safety and receive food supplies, comfort and medical help.

"I enjoyed the evacuation exercise the most. There was a lot to do, logistics, transport, commentators, role playing for search and rescue teams and medical teams as well,” says Sivashankara, 23, ITE College East-CD Lionhearter.

The team also helped in the construction of the local evacuation route by laying the cement and foundation together with the villagers.

While some of the CD Lionhearters were learning to pour cement, others had the chance to visit with locals and share first aid skills.

“Before the trip, we helped to pack bandages and SCDF trained us in fire safety and first aid. These are useful skills which were not too difficult. The skills learnt can be applied competently and we teach them to the locals,” says John Goh Chiang Leng , 20, ITE College East-CD Lionhearter.

Eight nursing students were also given the opportunity to be attached to the local polyclinic to observe the doctors and nurses and assist in simple procedures.

The team also shared fire fighting skills such as the usage of fire extinguishers with school children and villagers.

“I am touched by the villagers’ positive attitudes. They were very friendly, warm and were eager to learn our English language. I was also shocked that there is a lack of knowledge on basic healthcare. Some villagers still use coffee-powder on wounds, believing that it helps,” shared Nurul Fatin Bte Na’im, 18 Member of ITE College East-CD Lionhearters Club.

Some earlier efforts by Mercy Relief include $65,000 in relief aid, provision of mobile clinics, a central kitchen, children’s play packs, hygiene kits and psychosocial support.

Respiratory care equipment (including oxygen concentrators, nebulizers and defibrillators) were also provided to three health clinics serving the Dukun, Sewangan and Srumbung sub-districts.

An early warning system was also established and educational workshops were held for the villagers - all to enhance the communities' preparedness against Indonesia's most active volcano.

Despite the probable consequences of another eruption resulting in death, distraught and destruction, villagers choose to remain in their place of birth.

“Despite natural disasters, they are still cheerful, and believe that there is a spirit in the volcano. They respect it and love their place of residence. I think we can learn to be positive like them” says Sivashankara, 23, ITE College East-CD Lionhearter.

It was not all work and no play. The 20 CD Lionhearters also learnt lessons on the village’s culture by learning to dance, plant chilli seeds and harvest crops.

They also paid visits to the local temple and to the volcano museum. “We learnt to put our fears aside and just appreciate life,” added Nurul Fatin Bte Na’im, 18 Member of ITE College East-CD Lionhearters Club

Video: Beira-Mar have high hopes for Harimau's Nazmi

Malaysian trialist Nazmi Faiz is currently on a two-week trial with Beira-Mar, who recently finished 12th in the Portuguese 2011/12 Liga campaign, and will be looking to impress coach Ulisses Morais over the next four days, according to club media officer Lues Vega.

“He will be training with the first team on Wednesday, Thursday and Friday,” Vega told ESPNSTAR.com in an exclusive interview.

“There will also be a friendly on Saturday with a Portuguese second-division team and Ulisses Morais, the head coach, will be watching him.”

Vega also revealed that Beira-Mar had conducted extensive research on the 17-year-old midfielder before offering him a trial, and believe he has what it takes to succeed at the club.

“We saw some videos of him in action,” he added. “We also had good information from his agent and another one of our trusted sources who know him.



“We finally compared it with news about him and referenced it with media reports in Asia and came to a good conclusion.

“We believe that he will impress the coach and it’s hoped that he will be the first Malaysian player to play in Portugal. This is our expectation.

“We will probably decide [on his future] after the match on Saturday.”

The one thing Nazmi has in his favour is his relative youth, as he will be eligible to play for Beira-Mar’s youth side even if he is deemed not ready for first-team action.

“Beira-Mar has two teams; the under-19s and the professional team and Nazmi would be one of the few players who would be able to play for both should he impress sufficiently,” Vega explained.

“He is only 17 and we know that it’s possible he might need some time to grow up before being able to show his ability and realise his full potential.”

Before Beira-Mar offered him the trial, Nazmi was plying his trade with Harimau Muda in the Great Eastern-YEO’s S.League and has already received the backing of his coach Ong Kim Swee that he has what it takes to succeed in Europe.

Mystery girl in Bugis Ferrari accident revealed

The female passenger in the Ferrari involved in the fatal crash in Bugis has been revealed to be Wu Wei Wei, a student from Wuhan, China.

The Straits Times reported that just before the crash, Ms Wu had been attending a graduation party.

Speaking to the newspaper, her classmates said Ms Wu – who is either 20 or 21 years old – has just graduated from the East Asia Institute of Management.

Ms Wu was in the front passenger seat of the red Ferrari driven by Chinese investor Ma Chi.

On Saturday morning, the car slammed into a taxi at a traffic light near Bugis Junction. Three people, including Mr Ma, were killed.

Ms Wu is now recovering from a fractured leg in a high dependency ward at Tan Tock Seng hospital.

It was unclear how the student and Mr Ma, who is married with a child, had known each other and what was she doing in his car, the paper said.

According to her friends, Ms Wu has a boyfriend.

They added that they have seen Mr Ma before, but did not want to speculate on the nature of their relationship, the newspaper added.

On reports that Ms Wu was a hostess in a nightclub, Ms Wu’s friends said it was quite impossible.

“Wei Wei’s from a reputable family. Her family is financially sound. Why would she need to work as a hostess when her family can pay for everything,” one friend told the Straits Times.



Meanwhile, netizens in China have joined those here in condemning Mr Ma, the Straits Times reported.

Many online have slammed him as a spoilt and rich brat and a disgrace to China.

Mr Ma is a financial investor from Sichuan and is said to be applying for permanent resident status in Singapore.

“Such young tycoons have done so much damage, and they are still so full of themselves when overseas,” the paper quoted netizen Fei Yuanqi as saying on the QQ.com website. “It is a real disgrace to us Chinese.”

Sentosa's Megazip ride resumes operations after accident

The Megazip ride, an adventure zipline at Sentosa, has resumed operations.

The Building and Construction Authority (BCA) lifted the closure order on Wednesday after the ride operator Flying Dragon Adventure took steps to make the ride safer.

The BCA closed the ride after an Australian tourist Michael Joseph McCarthy broke his back and was hospitalised on 11 September last year.

Mr McCarthy was on the zipline but he did not slow down even as he reached the end of the flying fox zipline.

The force of his fall broke several vertebrae in his back.

After the investigations and assessment, the BCA directed the ride operator on December 2 to modify the ride to make it safer.

These are the steps the operator had taken:
1) added two "admin lines" at Lane 1 and 3. This means each zip line will have a dedicated line for individual braking systems whereas in the previous set-up, all three zip lines shared a common system to stop trolleys zipping down with patrons.

2) added a primary braking system to stop the trolley as it reaches the end of the zip line. There's also a secondary braking system to serve as an additional level of protection should the primary braking system fails. It will take over the job of stopping of the trolley if the primary braking system fails to stop the trolley.

3) enhanced the Standard Operating Procedures (SOPs) for despatching ride patrons, maintenance and supervision.
4) CCTVs have been installed to monitor operations at the despatching and receiving stations.

5) Attendants who are dispatching and receiving patrons will use walkie-talkies for better communication.

The operator has to monitor the effectiveness of the new measures and has to submit operational and maintenance reports to the BCA.

Facebook co-founder Saverin to stay in Singapore

Facebook co-founder Eduardo Saverin intends to stay in Singapore but has no plans to take up citizenship after giving up his United States (US) passport, a move that could save him millions in taxes, his spokesman said.

The Brazilian moved in 2009 to Singapore, a low-tax Asian technology and finance hub where he mingles with entrepreneurs and is regularly seen in exclusive clubs with a young circle of expatriate and Singaporean friends.

'Eduardo is a permanent resident of Singapore. I am not aware of any plans for him to take up Singapore citizenship,' his New York-based press agent Tom Goodman told AFP in an email late Tuesday.

'He is a citizen of Brazil, his native country,' Mr Goodman added. The media-shy Saverin, 30, was born to a wealthy family in Brazil, moved to the United States in 1992 and became an American citizen in 1998.

Reckless engineer jailed for causing MBS blackout

From home, a Malaysian computer engineer hacked into the Marina Bay Sands (MBS) computer network between May 9 and May 12 of 2010, causing a partial blackout.

Leslie Liew Cheong Wee, 36, had quit on April 30 that year and was to leave the company on May 14.

Liew had also been informed by his project manager on May 3 that he was henceforth barred from the MBS site.

Nevertheless, the Court held that Liew had failed to produce a credible explanation for his behavior.

Liew was then sentenced to two weeks in jail and fined a total of $30,000 on six computer misuse charges.

Deputy Public Prosecutor Terence Chua pressed for a jail sentence, contending that Liew's unauthorised access of the computer system caused the blackout in Casino 1. In addition to losing revenue for MBS, Liew's actions had also threatened public safety for almost an hour.

DPP Chua also submitted that Liew could have cut short the shutdown period or informed someone from Power Automation, and yet he did neither of those.

He urged the Court to to implement a heavy jail term in order to deter others from remotely tampering with sensitive systems.

However, the Court held that Liew was not guilty of direct sabotage, as Liew had no motive to cause the blackout.

Instead, Liew was simply reckless and irresponsible, choosing not to inform anybody else until confronted by the police.

District Judge Eddy Tham justified the sentence by saying that since it was a case of potential rather than actual harm to public safety, a short jail term was sufficient.

Liew is now appealing against the conviction and jail term.

Application for NDP tickets closes May 20

The application for tickets to National Day Parade (NDP) 2012 will end on May 20.

Applicants may apply for tickets via SMS text application @ 9156-1557, the official NDP 2012 website/SAM/AXS stations and the "NDPOnTheGo" mobile application.

They may choose to ballot for two, four or six tickets to either the NDP preview on Aug 4, or the actual NDP on Aug 9.

The organisers said the fewer tickets they apply for, the higher their chances of success.

Students who have special talents and achievements can apply for direct admission to secondary schools, junior colleges (JCs) and polytechnics.

They can do so under the Direct School Admission-Secondary (DSA-Sec) Exercise, Direct School Admission-Junior College (DSA-JC) Exercise and the Direct Polytechnic Admission (DPA) Exercise.

The Ministry of Education (MOE) said on Wednesday that the direct admission exercises provide schools, JCs, institutions and polytechnics with more flexibility to select students based on a wider range of talents and achievements, while holding to the key principles of transparency and meritocracy.

Hougang By-Election Nomination Day Round-up

Straight fight between PAP's Desmond Choo and Workers' Party (WP)'s Png Eng Huat
It will be People's Action Party (PAP) candidate Desmond Choo, 34, against Workers' Party (WP) candidate Png Eng Huat, 50 in the Hougang by-elections.

Both Mr Choo and Mr Png were successful in filing their papers at the Nomination Centre at Serangoon Junior College.

Independent candidate Zeng Guoyan, 59, turned up this morning to file his nomination papers, however he was disqualified as he has a public offence on police record.

Dr Poh Lee Guan, 50, was the fourth person to be issued a political-donation certificate but did not turn up today.

The veteran member of WP told reporters that he was the back-up option for his party.

Workers' Party member Poh Lee Guan called himself the party's "unofficial spare candidate" for Nomination Day.

"The party didn't know about it," he admitted, hinting that the leadership did not agree with this view. "It was a unilateral move."

He added: "I'm a business professor. I always teach my students there must be backup plans. There is strength in diversity.

"My move was in support of party, to make sure they hold on to Hougang."

When asked if he was afraid the WP will take action against him, with suggestions he might be given the boot, Dr Poh said: "We'll see about that later, but I'm doing this for the party."

Zeng Guoyuan not contesting Hougang by-election
According retired acupuncturist Zeng Guoyuan, he was disqualified because he was fined in 2008 for a public offence. It involved the use of vulgarities when police officers entered a shophouse he was in.

Mr Zeng said it was his parrot's "Friendly, Understanding, Caring, Kind" words that earned him a S$2,500 fine.

Officials from the Election Department later clarified that Mr Zeng did not file his nomination papers.

Rally sites for Hougang by-election released
The Police have announced that election meetings or rallies can be held from May 17 to 24 at two locations in the Hougang electoral division.

These sites are the Hougang stadium and the open field in front of Blk 837 which is bounded by Hougang Ave 4 and Hougang Central.

Parties who wish to use these locations are required to submit their applications one day before the intended day of the meeting.

The list of permitted rallies to be held tomorrow will be released later this afternoon. The information will also be available on the website www.spf.gov.sg.

Arsenal are preparing to smash their current wage structure as they prepare to hold contract talks with captain Robin van Persie, it was reported on Tuesday.

The Gunners' sealed a rollercoaster season on Sunday by clinching a third place finish that gives them automatic qualification for next season's Champions League group stage.

Now the north London giants have turned their attention to the key issue of trying to persuade Dutch striker van Persie to extend his stay at the Emirates beyond his current deal which expires in 2013.

A clutch of clubs are keen to secure van Persie, with newly crowned champions Manchester City able to offer the 28-year-old financial terms that would easily eclipse anything tabled by Arsenal.

Man jailed for punching cabby after refusing to pay cab fare

A man was jailed four weeks for punching a cabby in the face, after refusing to pay his taxi fare.

The court heard that Jeevan Ashok, 24, a manager, took a cab driven by Mr Lip Tuck Seng, 46, from Orchard Towers to Tampines Street 23 on Aug 30 last year.

He refused to pay the $27 cab fare on arrival and walked off.

Mr Lip gave chase, demanding payment. Another taxi driver, Mr Yeo Tee Yoong, 45, drove past and stopped to help.

They caught up with Jeevan, who still refused to pay, and claimed that he did not take Mr Lip's cab at all, reported The Straits Times.

He then challenged them to a fight, saying that he had secret society links. Mr Lip said he did not want to fight, but Jeevan punched him in the face.

Man arrested for allegedly robbing taxi drivers in Marsiling

Police have arrested a 44-year-old man for alleged armed robbery of taxi drivers in Marsiling housing estate.

Last November, two cases of armed robbery were reported by taxi drivers in Marsiling housing estate.

It is believed that the suspect was involved in both cases.

In May this year, police received information that led to the identity of the suspect. He was arrested at Marsiling Drive on Tuesday.

The suspect will be charged in court on Wednesday with armed robbery. If found guilty, he could face a jail term of up to 14 years.

9 suspects arrested for fighting

Nine males suspects aged between 15 and 41 have been arrested by the police for a rioting case at Telok Kurau.

The police received a call on May 1 at about 3.34am about a fight in a Telok Kurau pub.

Preliminary investigations revealed that the incident was between two groups of suspects who had a dispute, which later escalated into a fight.

Police officers managed to establish the suspects' identities after extensive enquiries and arrested them between May 14 and 15.

Five of the suspects will be charged in Court on May 16 for the offence of Rioting under Section 147 of the Penal Code Chapter 224

They can be jailed up to seven years and can also be caned.

Investigations against the four remaining subjects are ongoing.

Bus services 75, 167 and 961 temporarily diverted this Sunday

SMRT bus services 75, 167 and 961 will be temporarily diverted from 4 am to 11 am on Sunday, 20 May due to road closures for the Cold Storage Kids Run 2012, SMRT has announced.



The affected bus stops are at Victoria Concert Hall along Fullerton Road, opposite the Singapore Cricket Club along Connaught Drive, and at the Supreme Court along Parliament Place (see picture).

Ex HSR property agent jailed for using fake stamp certificates to cheat

A former property agent has been sentenced to 12 weeks' jail for using fake stamp certificates, becoming the first to be punished for such offences.

Desmond Tan Hock Heng, 24, pleaded guilty to five charges under the Stamp Duties Act.

Three other similar charges were taken into consideration.

Tan was sentenced to another two weeks' jail for criminal breach of trust.

Stamp duty is a tax payable on documents or agreements relating to properties, such as tenancy or lease agreements, sale and purchase agreements.

Once the stamp duty has been paid, a stamp certificate will be issued to certify the payment.

Tan forged eight stamp certificates by using a genuine one obtained from a previous property transaction.

He was with HSR Property Group for less than a year when he committed the offences between January and April 2011.

He cheated the Commissioner of Stamp Duties of S$3,694, using fake stamp certificates in seven property rental transactions; altering property details such as the addresses, names of the landlords and tenants and stamp duty amounts.

He then presented the counterfeit stamp certificates to the landlords, agents and tenants.

They didn't know that Tan did not pass the Commissioner of Stamp Duties the stamp duties they paid to him.

Tan was arrested early this year after the Inland Revenue Authority of Singapore (IRAS) started investigating various property rental transactions.

Video: Explosion heard as AMK Central shophouse catches fire

A fire gutted a shop at Ang Mo Kio Kio Central yesterday morning.

The Singapore Civil Defence Force said it received a call at 10.53am about the fire at Block 704 Ang Mo Kio Avenue 6 and activated one fire engine, three fire bikes, one red rhino, one ambulance and two support vehicles to the scene.

Firefighters then took 10 minutes to extinguish the flames.



No one was injured during the incident.

Residents living above the shop, which was shared between a tenant selling handphones and a photo developing business, had evacuated themselves prior to SCDF's arrival. SCDF is investigating the cause of the fire.

What is Yahoo actually for?

As the furore swirled around Yahoo chief Scott Thompson a few days ago, who was forced out over an error in his CV - which wrongly claimed he has a computer science degree, Yahoo has entered what analysts call the "death spiral" - where revenues fall further and further.

Thompson, who started in January, was initially praised by Wall Street for his first round of cuts - removing 2,000 jobs (from a headcount of around 14,000) in order to save $375m per year, saying that it was "an important next step toward a bold, new Yahoo - smaller, nimbler, more profitable and better equipped to innovate."

Nice idea, although note it doesn't actually generate any new revenue. Now see if you can answer this question, which is essential for Yahoo to be able to grow, and jump out of the death spiral. It's one the next CEO should be able to answer really well.

What is Yahoo for?

Yahoo's problem is that since the advent of Google, and then Twitter and Facebook, it hasn't had a unique selling point. Nobody knows what Yahoo is for, or what makes it special.

Being unable to define what your company really stands for, while its advertising revenue base gets eaten away by newcomers, means that Yahoo has the most existential of problems. Nobody knows why it's still there.

The Yahoo CEO's job is a poisoned chalice. Expect the executive search to take much longer this time.

S'pore teen strikes gold in international para-equestrian competition

16-year-old Singaporean Paralympian Gemma Rose Foo won gold at the Mannheim Para-Equestrian Championships in Germany over the weekend. She placed first in two of the three Dressage events available in her grade.

Gemma beat 11 athletes from countries such as Belgium, Sweden and Brazil, to take first place in the Team Test on day one of the Championships.

On the second day, she was fifth in the Individual Test competition.

This qualified her for the Freestyle to Music test on day three, where she again clinched top spot.

Gemma, and her teammates, Maximillian Tan and two-time Paralympic bronze medallist Laurentia Tan, are competing at the London 2012 Paralympic Games. The trio qualified as the top team in Asia.

Their success also marks the first time an Asian country will send a Para-Equestrian team to the Paralympic Games.

BPL: McLeish sacked by Aston Villa

Alex McLeish has been sacked by Aston Villa, less than 24 hours after the end of his first season in charge, the club have announced on their website.

The Scot was an unpopular appointment among many Villa fans after he took neighbours Birmingham down last season and although he avoided a second successive relegation this term, it was not enough to save his job.

A winless run stretching to nine matches saw Villa finish just two points clear of the drop.

SingTel apologises for mio TV service disruptions

Ref: Fans furious at 'freezing' TV screens on the biggest day of EPL season

SingTel has apologised to its mio TV customers for the patchy coverage of Sunday night's English Premier League (EPL) matches.

CEO for SingTel's consumer division in Singapore, Yuen Kuan Moon, said some customers "experienced intermittent viewing difficulties" on May 13, between approximately 10pm and midnight.

This was due to an unprecedented number of viewers tuning in for the season finale.

At its peak, there were ten matches playing concurrently.

SingTel said the close links between two of the main matches saw a high number of customers switching repeatedly between channels at unusually high frequency.

The switching volumes were five times higher than usual, and the surge caused the system to slow. Instead of the two late winning goals by EPL champions Manchester City, all fans saw were frozen frames of the finale.

mio TV customers located around Ang Mo Kio, Toa Payoh, Tampines, Bukit Panjang and Central areas were potentially affected.

Its engineers took immediate action to rectify the problem.

Subscribers to mio TV's online package, however, were not affected.

To make matters worse, Manchester United fan Lucas Karl Xavier said that he dialled SingTel's customer hotline, only to hang up after he was put on hold for 20 minutes.

SingTel said it was moving urgently to enhance its switching system to ensure future peaks are accommodated.
