Ex-teacher took 47 upskirt videos of unsuspecting girls

He had been arrested for multiple counts of insulting the modesty of a woman and was out on bail.

Completely undeterred, former teacher Seow Swee Hong, 39, a bachelor, went on to commit more crimes by filming 47 upskirt videos of girls.

District Judge Hamidah Ibrahim sentenced Seow on Friday to nine months' jail for his offences.

He committed the crimes with the use of a mobile phone in a range of places, inside MRT trains and buses, at bus stops, supermarkets, fast-food joints and foodcourts.

Before his arrest, Seow even committed some of his crimes in the secondary school where he had been teaching.

Calling him a predator, Judge Hamidah went on to say that "the manner in which you went after the girl in the bookstore showed how determined and persistent you were in going after the same victim".

Seow had persistently taken a total of four videos of the student's undergarment and thighs by positioning his mobile phone near her legs as she was crouching at a shelf at Popular bookstore at Toa Payoh HDB Hub.

Seow had been arrested and released on bail on July 25 last year for insulting the modesty of women by filming upskirt videos. Three months later, he carried out his voyeuristic acts again.

In total, he faced 94 charges, of which he pleaded guilty to 10.

Judge Hamidah also pointed out that Seow has "targeted young and unsuspecting victims". Some of the videos that he took were of students in uniform.

Seow, who was dressed in a white printed T-shirt and faded blue jeans, just nodded when told of his sentence. His face was void of any emotion.

The maximum penalty for insulting modesty is one year's jail and a fine on each charge.
