Service between Tanah Merah and Pasir Ris stations, four in all, were delayed in both directions at about 7.30pm, public transport operator SMRT said.
An SMRT spokesman said "a fault occurred on a westbound train between Tampines and Simei station".
"The train travelling behind the stalled train was used to assist it, and passengers on board the stalled train alighted at Simei station at 7.36pm, while passengers on the assisting train alighted at 7.43pm."
"Announcements were made at all affected stations and commuters were also kept informed through Traffic Watch via radio stations and SMRT's Twitter account @SMRT_Singapore.
"Eastbound passengers between City Hall and Pasir Ris MRT stations would have experienced a general service delay for a 20 to 40-minute period, as the high train frequencies operated during the rush hour can lead to a congestion when there is a train fault," the spokesman added.
SMRT apologised for the inconvenience caused.
Commuters voiced their frustrations on microblog Twitter as they commented on the lengthy waiting times.
AsiaOne reader Jennifer said she was stuck at City Hall MRT for close to 25 minutes. In the end she got out and took a bus.
Another commuter was frustrated that the announcements only mentioned "slight" delays about the train service.
SMRT said on Twitter that train service in both directions between Tanah Merah and Pasir Ris stations resumed at about 7.50pm.
