The Supreme Court of Appeals in the statement dated on Monday confirmed preliminary results from the April 16 run-off, saying Mr Ruak had won 61.2 per cent of the votes, beating rival Francisco Guterres 'Lu Olo'.
Mr Ruak, a hero of the 24-year war against Indonesian occupation and a former army chief, will replace Nobel Peace Prize winner Jose Ramos-Horta, who trailed in third place in the first round on March 17.
Mr Ruak, 55, becomes the leader of an impoverished and oil-dependent country which next month celebrates a decade of formal independence, and at the end of the year bids goodbye to United Nations peacekeepers stationed on the half-island nation since 1999.
