Man barks at K-9, says 'dog started it'

MASON, Ohio — Police say an Ohio man has been charged with a misdemeanor for barking at a police dog.

A police report says 25-year-old Ryan James Stephens was charged with teasing a police dog in the Cincinnati suburb of Mason.

Officer Bradley Walker wrote that he heard the K9 dog barking uncontrollably inside his patrol car while he was investigating a car crash at a pub early Sunday morning. Walker says Stephens was making barking noises and hissing at the animal.

Walker reported that Stephens said "the dog started it" when asked why he was harassing the animal. The officer said Stephens appeared highly intoxicated.

Sports doctors set to rise with growing demand

Last year, the Changi General Hospital's Sports Medicine Centre saw about 4,300 new patients - a 68-per-cent increase compared to 2006. The new Khoo Teck Puat Hospital's Sports Medicine Clinic saw 480 patients last month - a 40-per-cent increase over last December.

16 suspects arrested for loansharking activities

SINGAPORE : In a continued effort to smash loanshark syndicates, officers from Clementi Police Division arrested 14 men and two women, aged 22 to 51 years, during an eight-hour operation in 11 housing estates.

Simultaneous raids, which began on Tuesday, were conducted in Clementi, Commonwealth, Jurong West, Choa Chu Kang, Woodlands, Yishun, Ang Mo Kio, Hougang, Toa Payoh, Bedok and Tampines.

Investigations revealed that 15 of the suspects had opened bank accounts and given their Automated Teller Machine (ATM) cards and Personal Identification Numbers (PINs) to loansharking syndicates to facilitate unlicensed money lending.

The remaining suspect is believed to have acted as a runner for an unlicensed moneylender by harassing debtors. Two cans of paint were found on him and seized during the operation.

Under the Moneylenders Act 2010 (Revised Edition), where a bank account or ATM card is used to help a loanshark business, that person is presumed to have assisted in the business.

First-time offenders can be fined between S$30,000 and S$300,000, be jailed up to four years and given up to six strokes of the cane.

First-time offenders convicted of harassment can be jailed up to five years, fined between S$5,000 and S$50,000 and given between three and six strokes of the cane.

Exercise greater caution on fires during Qing Ming: SCDF

SINGAPORE - The Singapore Civil Defence Force (SCDF) is reminding the public to exercise greater caution when making religious offerings during the "Qing Ming" festival, especially since the burning of incense paper and the lighting of candles/joss sticks are expected to increase during the festival.

SCDF said the burning of incense paper should be done in incense burners, and the burners or containers should be placed on sturdy ground and at a safe distance away from combustible materials and locations.

Singaporeans to begin receiving letters from the government on benefits from Budget 2011

From yesterday, about 2.5 million Singaporeans started receiving letters from the Government informing them of the amount of Growth Dividends, CPF Medisave Top-ups, Workfare and Personal Income Tax rebates they will individually receive this year.

According to the Ministry of Finance (MOF), the letter will also contain information on other household benefits they will receive from Budget 2011. The "Grow & Share" Package, together with other benefits announced in Budget 2011, will help Singaporeans cope with higher costs of living.

Most lower- and middle-income Singaporean households will receive benefits that are much more than the rise in their household spending.

A typical lower-income two-generation household living in a three-room HDB flat will receive benefits of about S$3,500, which is significantly more than the cost increases they are expected to face, said the MOF.

This is true also for a typical middle-income three-generation household living in a five-room HDB flat, which will receive benefits of about S$4,000.

Singaporeans will receive their Growth Dividends and CPF Medisave Top-ups on May 1.

Singaporean loses $3,114 in M'sian scratch and win scam

JOHOR BARU - A SINGAPOREAN who was shopping at the Johor Baru City Square lost RM 7,500 (S$3,114) in a scratch and win scam.

The victim, Loh Kum Fai, 53, said a salesman had approached him and offered a coupon while he was walking along the pedestrian bridge from Custom & Immigration Quarantine Complex (CIQ) to the mall early this month.

'I was told to tear open a coupon given to me and upon opening it, she shouted that I had won a special prize,' he said at a press conference organised by Johor Baru MCA Youth chief Kua Song Tuck.

Mr Loh added that he took a taxi with the salesman to the company's office in Taman Molek and was told to pay a total of RM7,500 in fees before he could claim the prizes.

Among the items that he had won were a Jade Mattress, an electric stove and a leg massager machine.

Mr Loh said that after a few weeks, he only received the mattress, which was delivered to his house in Singapore and has yet to receive the rest of the prizes despite several visits to the office and lodged a police report against the scratch and win company.

Sri Lankan maid on murder rap now faces theft, forgery charges

A SRI LANKAN maid already accused of murdering an Indian national has racked up additional charges of theft and abetting forgery.

Tharmalingam Puwaneswary, 32, is also now accused of stealing her employer’s cheque books and helping her alleged victim to forge cheques.

She was first charged on Dec 17, 2009 with the murder of assembly worker Murugaiyan Selvam, 32, who was found dead with head injuries in his living quarters in Kaki Bukit Crescent on the morning of Dec 4, 2009.

The murder allegedly took place between 11pm the night before and 9.15am on Dec 4.

At the preliminary inquiry into the case yesterday, four other charges to Puwaneswary’s name emerged, for offences said to have been committed before the alleged murder.

Two charges are for allegedly stealing her employer’s cheque books, once each in September and October that year.

Puwaneswary is also accused of handing a stolen cheque to Selvam – the man she was alleged to have killed – later in September 2009. He allegedly forged her employer’s signature on it to make it payable for $4,000.

She is said to have handed him another cheque the following month, on which he allegedly forged her employer’s signature again to encash it for $1,000.

The prosecution is expected to call 46 witness to prove its case against Puwaneswary. The trial is expected in two months.

Those convicted of murder face the mandatory death penalty.

The maximum punishment for theft from an employer is seven years’ jail and a fine.

Forgery for the purpose of cheating carries a maximum sentence of 10 years’ jail and a fine

Sharon Au returns to MediaCorp

SINGAPORE: Singapore former-actress Sharon Au has returned to MediaCorp after completing her studies at Waseda University in Japan.

However, the 35-year-old won’t be re-joining the broadcaster as an actress.

"Sharon Au has re-joined MediaCorp in a new capacity as Manager, Strategy, effective 5 April 2011, after completing her university studies," said MediaCorp in a statement.

"As this is her first foray into the corporate world, Sharon is requesting the media to respect her privacy so that she can focus on her new role in MediaCorp."

Au was named Best Variety Show Host consecutively from 2000 to 2004 at the annual Star Awards but left MediaCorp at the height of her career in 2005 to further her studies.

New sex scandal rocks Australian military

SYDNEY - The Australian military was hit by another scandal Wednesday after a young army recruit allegedly filmed himself having sex with a female cadet and broadcast it via Skype to his friends.

Defence Minister Stephen Smith said, if proven, he could not imagine a greater "betrayal of trust", after the unnamed 18-year-old woman at the elite Australian Defence Force Academy went public with her claims.

The woman alleges she had consensual sex but, unknown to her, her partner had set up webcams in the room with six of his friends watching the feed nearby. Still photos were also taken and had circulated at the academy, Australia's premier college for military recruits.

"It was like my whole world came crashing down around me," she said.

Smith warned that any conduct in the military that tarnished Australia's reputation would not be tolerated and defended the woman's decision to go public with her allegations.

The case is being examined by police and defence officials have warned that anyone found to have committed a crime faces termination of their military career.

Malaysia re-arrests 58 escaped illegal immigrants

KUALA LUMPUR - Police launched a major manhunt on Tuesday after 109 inmates mainly from Myanmar, Bangladesh, Nepal, Iran, Thailand and Nigeria escaped from the Lenggeng immigration depot in Negeri Sembilan state, south of the capital Kuala Lumpur by burning down an accommodation block before fleeing.

Over 200 policemen, immigration officials and paramilitary volunteers are combing central Negeri Sembilan following the breakout. District police chief Saiful Azly told AFP 58 inmates were arrested after being found in a nearby forest.

Ex-Aetos officer jailed 15 months for biting, slapping 2-year-old

A FORMER Aetos auxiliary officer was jailed for 15 months on Wednesday for biting and slapping a two-year-old girl under his care.

The 53-year-old man, who cannot be named as there is a gag order, bit the child on her left thigh between late December 2009 and early January last year as he felt irritated with the victim for disturbing his sleep.

In early January last year, he was at home with her when she dropped her milk bottle on the floor several times.

He became irritated and proceeded to slap her four to five times. Later, when the victim interrupted him as he was about to sleep, he bit her on the right side of the neck and left a bite mark.

The court heard that initially the child was under the care of her godfather until his wife left home with the victim after a dispute and took her to the home of the accused and his wife in December 2009.

The accused, who had pleaded guilty to ill-treating the child, could have been fined up to $4,000 and/or jailed for up to four years on each charge.

Three Filipinos charged with theft

SINGAPORE: Three middle-aged Filipino men were charged in court on Wednesday with stealing a diamond bracelet and gold earrings worth more than S$11,000 in all.

They are: Balajadia Porfirio Leabres, 54; Valbarez Fidel Iv Martelino, 56 and Banal Eduardo Cruz, 62.

It is believed the trio committed the offence at Valuemax pawnshop at Block 513, Tampines Central 1 at around 3pm on March 26.

The police had said the men were allegedly members of a syndicate that had stolen some S$120,000 worth of jewellery from several goldsmith stores and pawnshops.

Officers arrested the men at Geylang Road on Monday afternoon following an operation.

The men are now in remand and will be back in court on April 13.

A brush with an armed gangster stiffened youth’s resolve to be a crime fighter

A February 2009 encounter at Simei MRT station reinforced 21 year old Ong Jin Wen's decision to be a crime fighter.

“A gangster who was about 15 years old claimed that I stared at him, and whipped out a knife that was approximately 20 centimetres in length. We exchanged words and he challenged me to stay put as he sought reinforcements,” he recalled.

Several thoughts passed through Mr Ong’s mind at that juncture.

The first was to challenge the other party to a fight, which Mr Ong was confident of winning as the gangster was “smaller in size”.

The second option was to leave the scene quickly while the third was to call the police.

Mr Ong chose to call the police.

Within 10 minutes, the suspect was arrested.

“I chose to call the police because I do not want to take things into my own hands. At the same time, I cannot let him off so easily. He was armed and was a danger to the community. I cannot allow the possibility of him stabbing others,” Mr Ong said.

Mr Ong, who is now pursuing a diploma in retail management at Temasek Polytechnic, is on his way to fulfilling that goal.

He was one of the 10 students who received the Home Team Merit Award (Polytechnic), or HOME Award (Polytechnic), in August 2010.

Suicidal car pursuit leads police to dead boy

The ordeal began when a state trooper was on his way home about 6 a.m. when he was passed by a car going at least 85 miles an hour (136km/h), according to Trooper Gary Gill, a Washington State Patrol spokesman. The trooper pursued the vehicle on southbound I-5 through Olympia. Speeds reached 100 miles an hour (160km/h).

Troopers put down a spike strip, which punctured two of the fleeing car's tires. As the driver continued speeding, his tires began shredding and the vehicle went out of control, hitting a concrete barricade near Tumwater. The accident blocked the freeway.

When the trooper approached the vehicle, the driver, 38, displayed a weapon, raised his hand and shot himself in the head, Gill said. He died at the scene.

Then troopers noticed there was a woman, 38, in the car, also dead with a gunshot wound to the head. The incident closed the southbound lanes of I-5 for about two hours.

Police subsequently found a 10-year-old girl, alive and safe with her biological father, in Redmond, Oregon. Authorities later found the body of the couple's 6-year-old son at their Spanaway home.

General Petraeus Being 'Seriously Considered' For CIA Director

General David Petraeus, commander of U.S. forces in Afghanistan, is expected to leave that job by early fall. And the question has been, where does he go from there?

Several sources, including government officials, say Petraeus is being seriously considered for CIA director, and would take the job if offered.

The current spy chief, Leon Panetta, is currently seen as the top replacement for Defense Secretary Robert Gates, who says he will step down this year.

Petraeus has coordinated with the CIA in his job as commander in Iraq and Afghanistan. And CIA drone strikes have been stepped up in neighboring Pakistan since the early days of the Obama administration.

Petraeus has his detractors. He's seen as overly ambitious and too political by some of his peers, earning him the nickname "King David."

While it's not certain that Petraeus will get any new job in the administration, It reported several weeks ago that his replacement in Afghanistan is expected to be Marine Lt. Gen. John Allen, who is currently the deputy commanding officer of U.S. Central Command, which covers both Iraq and Afghanistan.

Allen gained fame within military circles for his work in Iraq's Anbar Province. He was among the key players in what became known as "The Sunni Awakening." The Americans encouraged the Sunni tribes to turn against al-Qaida and support the Iraqi government. It turned out to be a success and helped drive down the violence in Iraq.

To DRIVE home his point to HDB that there is a shortage of parking spaces in his area for residents, the man resorted to hogging a disabled parking lot in the estate, according to The Straits Times (ST).

Businessman Yew Chee Heng has parked his white BMW in the handicap lot for the past two months even though he does not have a handicap label.

The 34-year-old said he has no place to park in the Bukit Purmei estate every night and he did it because the parking problem has been there since he moved in.

Mr Yew claimed he has since incurred over $3,000 in fines for such behaviour. Checks by ST showed that he had seven unpaid summonses issued between March 16 and April 1, each amounting to a fine of $50.

But the man has not approached his MP or HDB about the parking crunch because he is afraid that they would not hear him out.

He explained to ST that they might not listen to him because he is not 'an educated person' and he has a criminal record.

The report said residents living in Blocks 112 to 115 in Bukit Purmei Road agreed that there is a lack of parking lots.

One housewife said the spaces around Block 115 are filled up by 9pm and it is impossible to find a lot nearby.

But the interviewed residents also disagreed with Mr Yew's actions.

One housewife S. Wong, 50, said the actions were selfish. 'Everyone faces the same problem, not just him, but he shouldn't park at the handicap lot.'

Since the first report that came out on Sunday, Mr Yew has paid all the fines for his parking offences.

The report added that Mr Yew has stopped parking illegally since Sunday - not because he is remorseful.

On the contrary he stopped because his wife was angry with him after photographs of her and their children were discovered and posted on online forums, where they have been the subjects of online abuse.

Woman charged with assault after she bit police officer over dog waste

Police on Thursday saw Kristen Anise Hall, 24, walking her pit bull in the park at Spottswood and Prescott, and observed the dog defecating in the park.

When advised that she needed to clean up after her pet, Hall allegedly stated that she takes her dog to the park every day and had no intention of cleaning up the dog’s waste.

After a second warning, the officers said they were going to issue a city ordinance citation for the violation, and asked for her identification. When Hall refused to produce her identification, police tried to detain her, but were met with resistance. One officer said he was kicked and bitten on the hand.

The officers called for backup officers to help subdue the woman.

Police arrest man for suspected theft near MHA HQ

On March 28 at about 7pm, a 32-year-old woman was walking along Akyab Road, off Balestier Road, near the headquarters of the Singapore Police Force and the Ministry of Home Affairs, when a man riding a stolen motorcycle suddenly snatched her handbag and sped off.

Officers from Tanglin Police Division arrested the 44-year-old man at his home on Monday.

Police said he had stolen the motorcycle.

The motorcycle and the victim's handbag were recovered and the suspect is believed to be involved in other similar cases.

He will be charged on Wednesday with snatch theft and theft of a motor vehicle. If convicted, he can be jailed up to seven years and caned.

Japanese firefighter sacrificed his life so others could escape tsunami

OTSUCHI (Japan) - Residents of Otsuchi, in north-eastern Japan near the quake epicentre, vividly recall the eerie sound and salute the fireman for his sacrifice, an action they see as in keeping with age-old Japanese notions of duty and honour.

Mr Fujio Koshita, 57, one of 28 members of the Second Otsuchi Fire Unit, rushed to his seaside station in the afternoon of March 11 after he felt the first massive jolt of the earthquake.

There, he found an electrical blackout had put the station's siren system out of action. Amid the frantic melee in the minutes after the magnitude-9.0 tremor struck, Mr Toru Suzuki, a 41-year-old fellow firefighter, also reached the station, but the older man waved him off.

Rusli Mokhtar, deputy commandant of the Lenggeng immigration depot, just south of Kuala Lumpur, said the break-out happened late Monday.

"Some 109 illegal immigrants - mainly from Myanmar and Thailand - set fire to a detention block and escaped last night," he was quoted as saying.

Rusli said 19 of the illegals had been recaptured and police have mounted an operation to round up the others.

Caltex raises pump price by 4 cents

SINGAPORE: Caltex raised the price of its petrol and diesel by four cents a litre.

Following the increase, a litre of 98-grade fuel costs S$2.265 while a litre of 95-grade fuel costs S$2.13.

Diesel costs S$1.68 a litre.

The change took effect at 1pm on Tuesday.

A check showed that Shell, Esso and SPC have not adjusted their pump prices.

Petrol prices are now near the peak reached in June 2008 when a litre of 98-grade petrol went for about S$2.30.
