This was due to the assistance of a member of the public who trailed the suspects and alerted the police after he spotted them behaving suspiciously.
Officers from Clementi Police Division arrested the three suspects along the Ayer Rajah Expressway near West Coast Recreation Centre.
Loanshark-related paraphernalia including a marker, paint, and lighter fluid were found on them.
Two of the suspects will be charged in court on Tuesday for loanshark harassment under the Moneylenders' Act.
Investigations against the third suspect are on-going.
