Singaporean Man Arrested For Abetting Vietnamese Loanshark Runner

On 14 July 2011, the suspect, a 34-year-old Singaporean man who is believed to have abetted a Vietnamese loanshark runner in carrying out acts of loanshark harassment between 29 May 2010 and 2 June 2010, was detained in Malaysia by the Royal Malaysian Police (RMP) pursuant to a warrant of arrest issued by the Singapore Court and has since been placed under arrest after being brought back to Singapore on 18 July 2011 at about 10.50pm.

Investigations revealed that the suspect is believed to have abetted a 22-year-old Vietnamese loanshark runner, Mai Thanh Tai, in carrying out acts of loanshark harassment in the Yishun, Ang Mo Kio, Bukit Batok, Jurong West and Clementi housing estates.

Mai Thanh Tai had separately been sentenced to 22 months’ imprisonment and 15 strokes of the cane on 28 June 2010 for six counts of committing acts of harassment on behalf of an unlicensed moneylender under the Moneylenders Act (Revised Edition 2010). A Police news release on his conviction was also issued on 2 July 2010.

The suspect will be charged in Court on 20 July 2011 for abetting the offence of loanshark harassment under the Moneylenders Act (Revised Edition 2010).

First-time offenders found guilty of assisting in the carrying on of the business of an unlicensed moneylender, may be fined not less than $30,000/- and not more than $300,000/-, be imprisoned for a term not exceeding four years and shall also be liable to be punished with caning with not more than six strokes.

Those who are acting on behalf of an unlicensed moneylender, commit or attempt to commit any acts of harassment shall be punished with imprisonment for a term not exceeding 5 years, fine not less than $5,000/- and not more than $50,000/- and shall also be liable to be caned not more than 6 strokes.
