Second man in SLA scam jailed

SINGAPORE - A partner of a marketing services company was yesterday jailed for three years for his involvement in the multi-million-dollar Singapore Land Authority (SLA) cheating case.

Anthony Xavier Foo Doon Tong, 43, who was from Ribbons and Rolls, is the second of eight men to be brought to court for taking part in the scam.

Foo had conspired with two alleged accomplices, Koh Seah Wee, 40, who was a deputy director at the SLA, and Koh's former colleague, Lim Chai Meng, 37, to cheat the agency in 2007 and 2009.

According to court documents, the ruse involved coming up with fictitious quotations which Koh approved to obtain money from the SLA.

Foo received nearly S$95,000 of the total amount and the court heard that he has made full restitution to the SLA.

Foo faced 45 charges involving nearly S$300,000.

He pleaded guilty to 10 of them, while the rest were taken into consideration during sentencing.
