Three teenagers were asking for donations door-to-door at Block 858, Woodlands Street 83, last Tuesday night.
But when residents refused to donate, they allegedly chucked the residents' shoes over the parapet.
One of the victims, civil engineer Toh Chin Keong, said the teens flashed a piece of paper to try to convince him that they were legitimate but he did not make any donation.
Half an hour later, his maid noticed some shoes missing from the shoe rack outside the flat.
Footage from his closed-circuit television showed the teens picking up shoes from his shoe rack and flinging them downstairs.
Mr Toh has made a police report.
