The Infocomm Development Authority of Singapore (IDA) said it is investigating a recent telephone line disruption in parts of Bukit Panjang.
IDA said it was aware of the service outage on Tuesday and said action will be taken when necessary.
SingTel's fibre and copper infrastructure in Bukit Panjang was damaged by a third-party contractor, when it was working on the Land Transport Authority's Downtown Line site.
The damage caused disruption to telephone lines in the Petir, Pending and Cashew road areas.
SingTel said it expects all phone lines to be fully restored by 6am tomorrow.
Sixty per cent of the service was restored as at 4pm today.
The location of the damage is at least 4m underground. Engineers can only reach the damaged cables when support work on the site is completed.
IDA said any party that damages any cables of a telecommunication system licensee while carrying out earthworks could be jailed up to five years and fined up to S$1 million.
