SingTel has been fined a total of S$380,000 for the disruption of its Mio TV and Mio Voice service on Oct 28 and 29 and Nov 4 last year.
The Infocomm Development Authority of Singapore (IDA) imposed a S$300,000 fine on SingTel for the disruption of its "mio Voice" services, while the Media Development Authority (MDA) fined SingNet S$80,000 for Mio TV disruptions.
The disruptions affected SingTel's subscribers in parts of Tampines, Changi and Pasir Ris for varying periods over Oct 28 and 29, while users in parts of Bukit Panjang, Bukit Timah and Woodlands were affected on Nov 4 last year.
The IDA said its investigations found that "SingTel had not fulfilled its obligation to provide resilient fixed line telephone services under IDA's Service Resiliency Code". For breaching the service resiliency code, the maximum fine is S$1 million or 10 per cent of the annual turnover of a licensee, whichever is higher.
Investigations showed that the service disruptions were caused by a hardware limitation at the Tampines Exchange and the Bukit Panjang Exchange, said the IDA. SingTel has since upgraded the hardware capacity of all its Optical Line Terminals equipment.
"IDA was not satisfied that SingTel had actively monitored and taken adequate steps to ensure sufficient hardware capacity was provided. In its decision, IDA had also taken into account the fact that the impact to end users was localised and affected an aggregate of more than 500 end users," said the IDA.
