Singapore gets tough draw for SEA Games football competition

Singapore's hopes of snagging its first ever South-east Asian Games (SEA) gold in football were dealt a serious blow on Wednesday, when the Republic drew the toughest group in the 11-nation tournament.

The Young Lions were placed in Group A alongside defending champions Malaysia, hosts Indonesia and regional powerhouse Thailand. Cambodia is the fifth team in the group.

Group B comprises Vietnam, Laos, Brunei, Timor Leste, Myanmar and the Philippines.

The football competition will kick off on Nov 3 in Jakarta, and the top two countries from each group will progress to the semi-finals.

Government needs to consider very carefully why its people's satisfaction with life has dropped swiftly: Ellen Lee (Sembawang)

MP for Sembawang GRC Ellen Lee said schools play a pivotal role in nurturing well-rounded citizens who maintain a sense of duty to the country while pursuing individual goals.

She welcomed the Education Ministry's new emphasis on Character and Citizenship Education (CCE).

Ms Lee said many people appear to have forgotten the fact that no individual can claim to have succeeded on his or her effort alone.

Ms Lee also said the government should emphasise family bonding.

And at home, parents should teach children the lesson of appreciation, which should be reinforced in school by CCE.

"If our children learn the lesson of appreciation well, they will grow up to be compassionate citizens who shoulder the responsibility of looking after the old and disabled," said Ms Lee.

"They would have learnt that they should not just pay back what they have received but also pay forward so others will benefit from their actions and create a virtuous circle of kindness," she added.

Ms Lee also said the government needs to consider very carefully why its people's satisfaction with life has dropped swiftly instead of increasing with Singapore's undisputed economic growth.

She said the growth-based national vision no longer holds much charm for a better educated people with higher expectations on life.

COE prices jump sharply across the board

COE premiums have gone up sharply across the board in the latest open bidding exercise.

It comes just days after the Transport Ministry said it would cut vehicle growth to just one per cent next year from the current 1.5 per cent.

COEs for big cars jumped S$12,289 to S$75,889.

This was followed by the S$8,542 increase in the open category COEs to S$73,600.

COEs for small cars rose S$5,823 to S$56,112.

COEs for goods vehicles and buses increased S$4,210 to S$37,011.

Motorcycle COEs went up by S$13 to S$2,091.

Millionaires in Singapore to grow from 183,000 to 408,000 by 2016

The number of millionaires in Singapore are expected to more than double by 2016, from the current 183,000 to 408,000.

Singaporeans are also the second richest in the Asia Pacific region, and the fifth richest in the world, with an average wealth of US$285,000 (S$359,600).

This is according to Credit Suisse's latest global wealth report, that takes into account the individuals' assets after subtracting debt.

The report also states that most of the increase was due to the saving rate and asset price increases, rather than exchange rate movements.

Moneylender fined $214k for violating rules

WHEN a borrower complained to the authorities that a licensed moneylender was charging him a higher interest rate than stated two years ago, it was just the tip of the iceberg.

Subsequent investigations by the Registry of Moneylenders revealed a host of irregularities in the way that Capital Alliance Credit was run.

The breaches included failing to inform a borrower in writing of the terms and conditions of a loan; giving unsecured loans exceeding $3,000 to a borrower with an annual income of less than $20,000; making a loan contract for which the interest rate was not stated or not truly stated; and knowingly or recklessly furnishing false or misleading information in its quarterly return.

Yesterday, the firm’s owner George Phua Chye Hee, 41, was fined a total of $214,000 for violating the Moneylenders Act and Rules.

Now unemployed, he had pleaded guilty to 30 of 90 charges, with the remaining counts taken into consideration during his sentencing.

He is the third licensed moneylender to have been dealt with recently. Two others, Goh Seng Kiat, 49, and Liew Yoon Kwai, 53, were fined $6,000 and $31,000 respectively.

Assistant Official Assignee Malcolm Tan earlier told the court that in August 2009, Phua granted a $5,000 loan to a borrower at 10 per cent interest a month. But he stated in the application document that the sum was $6,500, and that the interest rate was just 1.5 per cent a month.

The following month, the same borrower took a $3,000 loan from him. In the application document, Phua declared that it was for $3,600 and that the monthly interest rate was 1.5 per cent, when it was again 10 per cent.

Mr Tan said Phua had recklessly given misleading information to the registrar on six occasions. For instance, when he gave a $9,000 loan to a man in 2009, he told the registrar that the loan was for $10,000 and that it was meant for business purposes, when in fact he did not know what it was for.

The maximum fines for the offences ranged from $10,000 to $30,000 each.

Keeping an eye on real estate agents

The authorities are getting tougher on errant real estate agencies and agents. The industry's watchdog, the Council for Estate Agencies (CEA), has formed an Inspection and Compliance Section - aimed at detecting infringements and unethical behaviour.

CEA executive director Chionh Chye Khye said: "Staff will carry out inspection and compliance checks to ensure that estate agents have proper systems in place for management and supervision of sale persons, complaint handling, advertisement control and maintenance of proper records."

Mr Chionh was speaking at an inaugural seminar for key executive officers of property firms in Singapore yesterday.

As of end-September, he said, the CEA had received 1,239 complaints this year - an average of five a day.

Being a customer-oriented industry, Mr Chionh said estate agencies should treat all complaints as customer feedback and strive to improve their frontline services.

He added that further training of property agents in service delivery, managing expectations and handling difficult customers will help.

The CEA also announced at the seminar that it would conduct a nation-wide survey to gauge public perception of the real estate agency industry. The survey will cover four areas, including consumer satisfaction and expectations.

The CEA said 2,100 consumers are expected to be interviewed face-to-face, and 1,500 industry players will be interviewed over email. The real estate agency industry generated more than S$1.25 billion in commissions earned from property transactions last year.

As of end-September, there are more than 1,500 licensed estate firms and 33,000 agents registered with CEA.

Appeal for witnesses: Dog killed by cab in hit-and-run on Yio Chu Kang Rd

Please keep a lookout for a taxi with a missing licence plate.

According to STOMPer Ng:

On 17/10/2011 at about 11;30am, a taxi was speeding adjacently with an SBS bus near the junction of Serangoon North Avenue 1 and Yio Chu Kang Road

The said taxi subsequently knocked so hard into Ng's dog that the impact caused her to be flung several metres away.

She died on the spot as a result. The cabby did not even bother to step out to check on how the dog was doing.

An autopsy from the veterinarian showed that she had suffered a strong blunt impact that resulted in extensive injuries on her right pelvis and hind leg.

Ng had apparently found a taxi licence plate on the road.

A police report has been lodged and the case has been classified as a HIT AND RUN.

Stroke victim slashed by fellow patient at Ren Ci

He is a stroke victim who is unable to move half of his body.

So one can only imagine the horror felt by Mr Sukifli Suratmi, 42, when he was slashed with a 15cm kitchen knife by a fellow patient at Ren Ci Nursing Home.

Meanwhile in SINGAPORE, lorry driver who hit girl, 5, carries her in his arms to find help

Overwhelmed with guilt after knocking a child down, this lorry driver went out of his way to get help.

He stopped his vehicle, picked the injured girl up in his arms and carried her to search for a clinic that would treat her injuries.

The five-year-old girl was crossing a road in Ghim Moh with her grandmother and brother when the accident happened on Monday afternoon.

The driver, Mr Lim Kor Yoong, 25, told The New Paper yesterday that he was changing to the middle lane when the girl dashed in front of his lorry from between two buses.

Topics such as housing, health care and education dominated the parliamentary debates yesterday as the House focused on the plight of Singaporeans who have fallen through the cracks.

Many MPs highlighted a nagging concern of many young home buyers - the affordability of Housing Board flats.

Mr Ang Wei Neng, an MP for Jurong GRC, called on the Government to lower flat prices and give more subsidies to first- time buyers.

He added that these could come with caveats, like raising the minimum occupancy period to 15 years from the current five years, or for housing subsidies to be paid back if the flat is sold before the minimum period.

Mr Ang said: "Many Singaporeans feel that what they need is a roof (over their heads). They do not need to encash their flat; they do not want to be slaves to their houses."

Non-Constituency MP (NCMP) Lina Chiam of the Singapore People's Party asked for the criteria for buying flats to be relooked, as they may no longer be appropriate.

Currently, to qualify to buy an HDB flat, one must either be married or be 35 years or older, she noted.

Mrs Chiam said: "I urge the Government to reconsider these restrictions and allow Singaporeans to buy their first HDB flat... when they reach the age of 21.

"By the time a citizen reaches 35 years old (and wishes to buy) a flat, the price of the flat may have tripled and be out of that person's reach."

Similarly, affordability was in the spotlight on the issue of health care.

Workers' Party NCMP Gerald Giam highlighted how Singaporeans worry about high health-care costs and suggested that the 3M health-care model could be tweaked.

The 3M model refers to Medisave's compulsory medical savings, MediShield's basic health insurance and Medifund's government aid for the low income.

As an example, Mr Giam said 60 per cent of the elderly's medical bills were paid from their children's Medisave accounts in 2005.

This is "a departure from the principle of self-reliance", he said, and the situation could be compounded if the patients' children are low-income earners, which is "often the case".

So, he argued that the Government is "asking one disadvantaged group to pay for another".

His suggestions to address cost concerns included expanding the coverage of MediShield and providing assistance to those who cannot afford the premiums.

Dr Chia Shi-Lu, a Tanjong Pagar GRC MP, suggested giving additional rebates pegged to the patients' age.

He pointed out that medical costs incurred tend to increase as patients age and the elderly receive the same amount of health-care subsidies as younger patients in most areas.

"I hope that further provisions can be made to help buffer the elderly and carers from health-care costs," said Dr Chia.

In the face of an ageing population and smaller families, MP for Jurong GRC Halimah Yacob said that the pressure on caregivers will escalate.

So, she urged the Government to provide more accessible and affordable home-care services.

She pointed out that caregivers also need to be looked after, by providing them with care, because they will age, too.

On tertiary education, Mr Ang suggested extending subsidies to reputable private universities here, other than SIM University, to help more Singaporeans further their education here.

He said: "As Singapore gears itself towards a knowledge-based economy, we will probably need more graduates and not less."

Review criteria used for deciding foreign worker quotas: Parliament

The Ministry of Manpower should review the criteria used for deciding foreign worker quotas, as businesses here continue to face a "severe" labour shortage since the quotas were tightened, said Mr Gan Thiam Poh (Pasir Ris-Punggol GRC) in Parliament yesterday.

The ministry, he suggested, could "base (quotas) upon wages of Singaporean workers" instead of the numbers employed.

He proposed that only companies which employ full-time locals with a minimum monthly wage of S$1,500 be eligible for work permit applications for foreign workers.

"This may better serve the needs of both Singaporeans and businesses. Doing so will incentivise businesses to upgrade the skills of their Singaporean workers and to invest in technology which enhance productivity in order to attain and justify higher salaries for Singaporean workers," urged Mr Gan.

Increasing the foreign worker levy, he added, would only increase business costs, and neither employer nor worker benefits in the end.

Meanwhile, Minister of State for Community Development, Youth and Sports Halimah Yacob re-iterated the need to create good jobs, cautioning that failing to do so would result in a widening income gap.

This especially so, when "there are jobs that are created especially in the services sector, that pay little, provide poor benefits and are not quality jobs, which will continue to depress wage growth".

Non-Constituency MP Lina Chiam also raised concerns about wage growth, highlighting the need to create "sustainable jobs" with "reasonable remuneration". The "efficiency of labour" should also be examined with indexes such as value-added per worker, she suggested.

MP Ang Wei Neng (Jurong GRC) felt that the job market has room for more graduates, and called for support to produce more graduates, such as increasing subsidies and providing more bursaries for undergraduates in private institutions.

ECL Roundup: Bad day for underdogs

Both the Manchester clubs finally got their first wins of the Champions League campaign on Tuesday with United beating Romania minnows Otelul Galati 2-0 and City edging Villarreal 2-1.

However, both were not pretty affairs, United relying on two Wayne Rooney second-half penalties - making him the highest ever scoring Englishman in the competition with 26 goals - in a match where both sides ended with 10 men.

Scandal Rocks the World Scrabble Championship

It was an allegation of letter-ary proportions.

Proving that no one can escape a cheating scandal, a contestant in the World Scrabble Championship was accused of hiding a tile after it went missing.

A Thai player claimed that Ed Martin of England hid a letter "G" during their match. The opponent wanted Martin to be taken to a restroom to be strip searched, but authorities refused to honor the request.

Martin ended up winning the match, and no evidence was presented to support the Thai player's allegation.

That win was not enough to secure him the top prize, though. Nigel Richards, a New Zealander, took the overall title and £12,700 ($20,051.44) in winnings at the Warsaw championship after scoring 95 points with the word "omnified."

Richards also claimed the title in 2007. This year, he beat 116 competitors from 44 countries to be named champion.

Passers-by said they didn't see 2 yr old girl lying on the street

Severely injured in a hit-and-run accident in China, two-year-old Yue Yue, is showing signs of stability according to Guangdong Daily.

A video of the incident, captured by a surveillance camera, shows the girl being hit by a white van before being hit by another van a few minutes later on a narrow market street in the city of Foshan in Guangdong province on the afternoon of October 13.

After two and a half days of treatment, good news came Monday morning that Yue Yue has regained the ability to take weak breaths with the help of respirator.

The rest of her condition, including blood pressure and heart beat, shows signs of stability. However, the child's life is still in danger and she hasn't recovered the ability to breathe unsupported.

Apathetic passers-by interviewed

Minutes after the accident happened, a man driving an electric tricycle passed by the injured girl. He looked back for a while before leaving the scene.

The man, surnamed Zhang, later told Guangzhou Daily that he didn't see the child lying on street or any blood stains. "I couldn't see clearly because it was dark then."

About a minute after the man passed by, another young woman holding hand of a little girl passed by Yue Yue. "The girl was bleeding in mouth and ear and crying a little. I was so scared and my girl cried because of fear, therefore, we left," said the woman surnamed Lin.

Another man wearing green cloths looked at Yue Yue from 3 meters away. He was a nearby shop owner. He denied having seen the little girl. "If I saw her, I would definitely have offered help," he said.

However netizens and neighbors do not believe his story. Neighbors talked about him and a netizen even googled his shop online out and criticized him of "lack of conscience". The shop owner said it has made him disturbed.

As for the two drivers who hit Yue Yue, one was caught by police and the other turned himself in on Monday.

Both drivers said they didn't see the child before the accident happened, according to the police. The first driver who knocked down Yue Yue expressed regret, deep sadness and apologies to the child’s family.

Housing Board should go 'back to basics': Lim Wee Kiak (Nee Soon)

Mr Lim Wee Kiak (Nee Soon) in Parliament on Tuesday called for the Housing Board to return 'back to basics'.

Mr Lim asked the Government to ensure the Housing Board makes home ownership its main mission, giving several suggestions on how to do so.

  1. For flat owners to upgrade to private property, the Housing Board could disallow them to retain their flats for rental.
  2. Impose additional tax conditions on permanent residents who invest in housing flats for rental or capital gain
  3. Increase the housing grant to low income families while extending the minimum occupancy period to prevent them from cashing out prematurely.
