Minister of State for Community Development, Youth and Sports, Halimah Yacob, announced the move on Thursday during a visit to a childcare centre at Bukit Batok.
Mdm Halimah said: "Instead of one person handling eight, you have two persons handling twelve, so the quality of interaction goes up between the adult staff and the child and that certainly will improve the quality of care giving."
Training for both para-educators and para-educarers will be funded by the Workforce Development Agency.
Mdm Halimah added that it will also open up opportunities for people to join the childcare sector where training requirements will not be a barrier to entry. Para-educarers for example, are trained on the job and can gradually progress up the career ladder.
