Mindo Rosalina Manulang and Muhammad El Idris were convicted of giving bribes worth about US$375,000.
Manulang has been sentenced to two-and-a-half years in jail while El Idris was sentenced to two years.
Each was fined almost US$22,600.
Manulang, a broker, issued the money in the form of cheques to Indonesia's Youth and Sports Ministry's Secretary, Wafid Muharman.
She is said to have worked with El Idris, the marketing director of the company that won the tender to build the SEA Games athletes' village in Palembang.
Wafid is expected to be sentenced soon.
The graft scandal has also implicated senior members of the ruling Democrat Party including former Treasurer Muhammad Nazarudin.
He is now detained by the anti-corruption commission following his arrest in Colombia after fleeing Indonesia.
