Public Tip-off Leads To Arrest of Loanshark Runner In Yishun

On 8 May 2011 at about 2.10 pm, acting on a resident’s tip-off, officers from Ang Mo Kio Police Division responded swiftly to a case of suspicious character spotted along the corridor of a HDB block at Yishun Street 71.

Upon arrival at scene, the officers were also alerted by a passer-by that a man was seen running towards a nearby block. The officers then spotted a man fitting the descriptions given by the passer-by and managed to detain the suspect after a short chase.

Loanshark-related paraphernalia such as cans of paint, a mobile phone with suspected debtors' records, black marker and a paper believed to contain debtors’ addresses were discovered in the suspect’s possession.

He was placed under arrest for suspected involvement in loansharking activities and the items were seized as case exhibits.

Preliminary investigations revealed that the suspect had carried out islandwide loanshark harassments by splashing paint at debtors' units and scrawling loanshark-related graffiti on walls.

The suspect will be charged in Court on 10 May 2011 under the Moneylenders’ Act (Revised Edition 2010). First time offenders found guilty of committing or attempting to commit loanshark harassment shall be punished with a fine of not less than $5,000 and not more than $50,000, mandatory imprisonment of up to five years and mandatory caning of up to six strokes.
