Police have classified the case as murder.
A passerby found the body covered in blood at around 6am and called the police.
The girl was pronounced dead at 6.20am.
The girl, who lived in a fourth floor unit, is believed to have a low IQ and went to a special school.
Neighbours said she was physically disabled and needed help to move around.
An Indonesian maid who works for a family on the third floor said that her good friend took care of the girl for three years.
But her friend has since left, and the girl was under the care of another maid for the past month.
A tan-complexioned woman was spotted being led away by the police.
Investigations are ongoing.
