Police received four similar reports informing that the victims had each handed over between S$300 and S$900 to a man as deposits for electrical devices or appliances earlier this year.
Police said after handing over the money, the victims were told to wait outside a department store while the man collected the ordered items.
However, the man did not return and the victims eventually realised they had been cheated after checking with the department store.
Officers from Central Police Division conducted extensive enquiries and spotted the suspect outside a department store along Serangoon Road at about 11am on Saturday.
The suspect was spotted alighting from a taxi, and a group of officers quickly moved in to detain the suspect.
Police said another group of officers interviewed the passenger who remained onboard the taxi after the suspect had alighted.
The passenger, a 54-year-old man, revealed to the officers that he was waiting for the suspect to deliver three smart phones to him after he had handed over S$650 to the suspect for the phones.
The suspect was found with the S$650 in his possession and was placed under arrest.
Police said the suspect was not an employee of the department store.
The suspect will be charged in the Subordinate Courts on Monday with cheating and dishonestly inducing a delivery of property.
