The man, believed to be a friend of the victim and her husband, was nabbed on Wednesday at Sims Drive, where he worked.
Police have identified the victim as 33-year-old Indian national Jasvinder Kaur, and are now looking for another suspect, her husband, who has fled the country.
Ms Jasvinder’s headless body, with both hands dismembered at the wrists, was found in a canal on December 12. Police said they identified Ms Jasvinder through forensic evidence.
Ms Jasvinder came to Singapore in September this year to join her husband, 33-year-old Indian national, Harvinder Singh.
She worked as a beautician, while her husband was in logistics. They are believed to have lived along Balestier Road.
Shortly after the body was found, some 30 officers went to the Tuas South Incineration Plant, where rubbish from the Whampoa estate are dumped.
There, police spent some three hours looking through five tonnes of rubbish, hoping to locate the body parts. But police said chances of finding the body parts are slim.
Harvinder Singh is now on the run, as he fled the scene at about 7am -- half an hour before police received a call about the discovery of the body.
Police said he left Singapore via Woodlands Checkpoint by bus.
