The National Environment Agency (NEA) has identified two dengue clusters in Orchard Road.
The clusters are at the Orchard Gateway construction site and Eber Road/Oxley Rise area.
As at 8.30pm Tuesday, there were 22 dengue cases in those areas.
The first case was reported on 25 September.
The Orchard Gateway construction site near 313 Somerset is a red zone for dengue. Any area with more than 10 dengue cases is considered a red zone or a high risk area.
Authorities say what's known is that at least 15 who came down with dengue are workers at the site, while another three are individuals working near it.
NEA said it cannot confirm if the three individuals had contracted dengue at their workplace or at their residence.
NEA said the contractor will be fined for mosquito breeding and has been warned that NEA may impose a stop-work order if the situation does not improve.
