Neighbour turns this Toa Payoh household into living hell

The smell outside Mr Tan's flat that July morning was the first sign that life was about to descend into a hellish nightmare.

His front door was smeared with paint and faeces. This was to be repeated four more times by a woman neighbour.

She then threw oil and incense paper at the front door three more times, with the last attack taking place on Dec 26.

His neighbours at Block 193, Toa Payoh Lorong 4, were not spared either.

Three of them were hit 11 times in total within the five-month period.

The 50-year-old stall assistant, who lives on the 19th storey of the point block and who wanted to be known only by his surname, recalled the first time it happened.

Giving his name only as Mr Tan, he said in Mandarin: "I went to work at 3am. At that time, everything was fine.

"When my mother woke up between 4am and 5am, she opened the door to check if the newspaper had arrived.

"To her horror, she saw the mess and woke my children up."

He said that there was faeces sticking to his wooden front door, the metal grille and even the ceiling.

The Tan family's first thought was that loan sharks had mistakenly targeted them.

Mr Tan made a police report and installed a closed-circuit television (CCTV) camera outside the front door after the first attack.

Just two days later, the culprit hit again, but footage showed that she was wearing a mask.


CCTV footage showed that she first splashed black paint onto his front door.
He said: "Then she used a mug to scoop faeces from a bucket and splashed it on my front door. "The paint wouldn't dry so fast, so the faeces would stick onto it."

Then, there was a break in the attacks in September but unknown to him, she had moved on to attack his other neighbours at the block.

Then, Mr Tan became a target again, and his flat was hit three times with a sugary liquid, incense paper and oil.

The affected neighbours are wondering why the woman has been allowed to do this to them despite their complaints to the authorities. All said they do not know the woman.

Mr Tan said: "I can't stand it any more. We live in fear. My wife and my daughters are very scared.

Mr Ong, one of the affected neighbours. said his family lives in fear too. He said: "When the lift opens at the fourth storey, we are prepared to react because we do not know what she might splash on us."

He hopes that action can be taken and help given to the woman, whom he believes could be suffering from mental illness.

The police said that they are investigating the case of mischief.
