She was in her second-storey flat when a loud, continuous sound startled her.
A van had crashed into the metal road divider and was smashed beyond recognition, with smoke wafting from it.
She watched three injured adults leave the wreck one by one with the help of passers-by.
But when someone said there was a baby in the van, Madam Low, 63, thought to herself: 'Oh no, if the adults were injured, it must have been worse for the baby'," said the housewife.
However save for some abrasions on his arm, the baby was safe and sound, cradled in the arms of a woman.
The accident happened at Ang Mo Kio Avenue 1, at about 10.30pm on Sunday night.
A police spokesman said that a van had hit a metal road divider on the road. Four people were taken to the hospital, the spokesman added. They were all conscious.
A Singapore Civil Defence Force (SCDF) spokesman said it sent three ambulances, one fire engine and one Red Rhino to the scene.
