Youth Offenders Unit to help tackle youth crime

The Singapore Police Force has established a Youth Offenders Unit to coordinate and drive youth crime-related policies and programmes.

They will monitor youth offences trends and also oversee public education and outreach efforts.

"It is important that we send a strong message that brazen acts of violence and intimidation will not be condoned. Police will not hesitate to take offenders to task, and prevent young people from getting deeper into a life of crime," Minister of State for Home Affairs and Foreign Affairs Mr Masagos Zulkifli said.

He also informed of a new Specialised Treatment Programme (STP) modules developed by the Singapore Prisons Service to help address multiple risk factors such as violence and antisocial thinking that contribute to criminal behaviour.

Youths who are arrested are sent for appropriate intervention programmes such as pre-court diversionary programmes like the Guidance Programme, Court-ordered options like probation and residential rehabilitation in the Juvenile Homes, to sentencing at the Reformative Training Centre (RTC), and Prisons.

At the RTC and Prisons, youth offenders are placed on programmes including certified skills training courses and psychological intervention programmes to address their antisocial thinking and attitudes towards violence.

Families are involved in the rehabilitation process as it is believed that strong family support will help youth offenders reintegrate back into the community.

Between 2007 and 2010, the number of youth arrests remained stable at about 4,000 per year, and decreased to 3,450 arrests in 2011.

The most common crimes committed were shop theft (28 per cent) and rioting (12 per cent).
