"We fostered them out even though their skin had not fully healed, so as to prevent them from spreading (the infection) to other dogs at the SPCA headquarters," she said.
As for the other five puppies, Ms Fong said they are healthy and may be returning to the SPCA for health assessments in the weeks to come.
"Our veterinarians will examine them and, if found to be strong enough, they will be put up for adoption," she said.
It is a standard procedure at SPCA that animals can be adopted only when they are 21/2 to three months old.
The puppies, which are about 11/2 to two months old, will be returned to their foster homes for a few more days or weeks if they are deemed too weak, said Ms Fong.
Police said that investigations into Ong's hit-and-run incident are ongoing. There are no updates on the situation.
