$380m to enhance accessibility for HDB residents

In view of an aging population, the Ministry of National Development (MND) will spend a total of $380 million in two initiatives to enhance accessibility in HDB flats and multi-storey carparks.

The first initiative, Enhancement For Active Seniors (EASE), will be rolled out in July 2012 as an optional, subsidised program.

The program will enhance the safety and comfort of seniors living in HDB flats, through improvements like slip-resistant treatment to bathroom/toilet floor tiles, grab bars within the flat, and ramps to negotiate level differences in the flats.

EASE, which will fall under HDB's Home Improvement Program (HIP), is expected to benefit around 130,000 households and cost the Government about $260 million.

Similar to other upgrading programmes, EASE will be highly subsidised by the Government, with the residents paying a small portion of the cost.

If a resident selects all the EASE items, the cost will be around $2,000 per flat. With a subsidy of up to 95 per cent of the cost, residents will pay an amount ranging from $100 to $250, depending on their flat type

The second initiative announced by MND is the installation of lifts at older HDB multi-storey carparks (MSCPs).

As at January 2012, 548 of the 740 HDB MSCPs which are built before 2007 are not fitted with lifts.

As part of the overall plan to provide convenience to residents and visitors, HDB will be rolling out a 5-year programme to install lifts to all MSCPs from 2012 to 2016.

The government expects to spend $120 million to provide lifts at these remaining MSCPs, subject to feasibility studies.
