Hougang Serial Molester Arrested

Police have arrested a 27-year-old male Chinese who is believed to be involved in several cases of Outrage of Modesty in Hougang.

On 27 December 2011 at about 8.00 am, a 40-year-old woman (victim) was walking along a void deck in the vicinity of Hougang Avenue 3 when an unknown male Chinese outraged her modesty before fleeing. The victim gave chase but eventually lost sight of the culprit. She subsequently alerted the Police.

Following the report, officers from Ang Mo Kio Police Division conducted extensive ground enquiries and mounted several operations in a bid to bring the suspect to justice. The breakthrough came on 30 December 2011 at about 7.00 am, when officers who were conducting ground enquiries in the vicinity of Hougang Avenue 3, spotted a man fitting the description of the suspect as described by the victim. The officers moved in to conduct a check on him. He was placed under arrest following a brief interview.

Preliminary investigations revealed that the suspect is involved in at least four cases of outrage of modesty between September and December this year. He is also believed to be involved in at least two other similar outrage of modesty cases highlighted in a police appeal for information issued on 20 September 2011.

The suspect will be charged in Court on 31 December 2011 for Outrage of Modesty under Section 354(1) of the Penal Code, Chapter 224 which is punishable with imprisonment for a term which may extend to 2 years, or with a fine, or with caning, or with any combination of such punishments. A court order will be sought to remand the suspect for further investigations.
