Madam Halimah Yacob said the government is looking at how to "prototype" new service models to further enhance delivery of services to needy families.
She revealed this during her visit to PPIS Family Service Centre West, saying details are still being worked out.
Besides case management, the centre also conducts cooking and sewing classes.
Madam Halimah said: "With the possible economic storm, we do need to review the social safety net. But it is not a question of throwing out everything, overhauling.
"We do have a very good, strong core foundation - the ComCare network provides a very strong foundation to assist families who are in need. What we need to do is to review and refine as we go along."
