"The missing body parts have not been recovered after a search of the area and may have been taken by the offender(s)," police said in a statement.
A Victorian wildlife volunteer told reporters that the animal was still alive and moving its head when she arrived on the scene.
"He looked at me and other rescuers as if to say 'I've had enough pain ... just put me down'," Laurelle Erwin said.
But it was not until the animal had been euthanized that wildlife officers realised the animal's testicles had been removed, she said.
Australian police are investigating the incident.
