The victim, 25-year-old Syed Ali Bin Abdullah Alhamid, was found bleeding near a staircase at the court yard in front of the complex at 3.30am.
He was immediately conveyed to Singapore General Hospital and was pronounced dead from head injuries at about 5am on the same day.
Mr Syed Ali was the son of popular local property agent Syed Abdullah Ahmad Alhamid, also known as "Pak Lah".
Police have ruled the death as foul play and arrested a 20-year-old Malay Singaporean, who will be charged in court on Saturday for murder. If found guilty, the suspect will face the death penalty.
Police are looking into whether other people were involved and the Criminal Investigation Department has taken over the investigation.
