And some unhappy estate agency owners and agents are complaining that the process has taken too long. Some agencies also claiming that application forms have gone missing.
In response, the Council for Estate Agencies (CEA) points to its limited manpower and that "some human error" was possible. According to the CEA, some 1,300 agency licences have been issued so far.
And out of an estimated 32,800 applications received, about 28,700 agents have been registered,
An agent who wished to be known only as "Gloria" said she had been to the office four times and, despite having handed in the relevant forms, her application had yet to be processed.
She said: "I have two projects which are exclusive. One is worth about $11 million and the other is worth about $3 million. I feel very frustrated. If I lose these exclusive deals, do I sue CEA for it?"

An estate agency owner who asked to be identified only as Mr Leong said he had also been to the office several times but had yet to get his approval letter. Adding that more manpower should have been put in place by the authorities to process the registrations, Mr Leong said: "Some of my clients tell me: 'Show me the certificate.' I tell them (that I am) still waiting, and they seem unhappy. I don't think they trust me now. I'm really very frustrated."
