New rules to boost safety of amusement rides

Since March last year, Resorts World Sentosa's (RWS) star attraction, the Battlestar Galactica roller-coaster, has remained grounded barely a week after the Universal Studios Singapore (USS) theme park opened.

Amusement rides managers will soon have to meet prescribed technical expertise criteria and qualifications, according to a new Amusement Rides Safety Bill tabled in Parliament on Monday by the Ministry of National Development (MND).

The proposed new regulatory framework, which the Building and Construction Authority will oversee, will also focus on the risk and safety profile of rides - determined by factors such as the rides' speed, height displacement and acceleration.

Currently, the Police's Public Entertainment Licensing Unit regulates amusement rides based on whether they are temporary or permanent.

The proposed Act also requires ride operators to obtain different permits throughout the life cycle of the rides.

The more comprehensive regulatory framework is aimed at better safeguarding public safety in amusement rides with the opening of large scale theme parks and the availability of larger and more complex rides, the MND said.

Existing ride operators will have six months to comply with the requirements of the new Act after it is passed.
